Montgomery County, Maryland has been unable to take over Transportation Demand Management programs sponsored by developers, and together with its desire to keep these programs in place, a procedure was formulated to add on to existing programs by a newly approved development increasing the trip reduction goal, and extending the term of the program. This is called 'piggybacking.' This paper describes how piggybacking was applied to the East Montgomery Share-A-Ride program.
