BALANCING ACCESS NEEDS AND ROADWAY CAPACITY ON ARTERIAL STREETS. TRANSPORTATION ENGINEERING IN A NEW ERA. ISSUE PAPERS FOR THE ITE INTERNATIONAL CONFERENCE, MONTEREY, CALIFORNIA

This paper illustrates the importance of balancing the capacity of an arterial roadway with the access needs of an abutting parcel of developed property. Analyses are presented that show how land use and intensity of development for a parcel of property plays a vital role in determining the access needs for the site. Examples are given that show how access needs can be different for different land uses. The paper shows that in certain circumstances, traffic operations are enhanced by providing properly spaced driveways along arterials.
