NEW GUIDELINES FOR PROVIDING ACCESS TO TRANSPORTATION SYSTEMS. TRANSPORTATION ENGINEERING IN A NEW ERA. ISSUE PAPERS FOR THE ITE 1992 INTERNATIONAL CONFERENCE, MONTEREY, CALIFORNIA

A 1982 Federal Highway Administration report, "Access Management for Streets and Highways," which offered state-of-the-art practice in access management, is noted. Since that date, significant research in the area has taken place. This paper describes an effort to update the information, and provide more specific data on developing and evaluating alternative access management plans. The effort underway will focus on the following: new and modified access management techniques; greater consideration of the sites being accessed as well as the characteristics of the areas surrounding the site; clearer guidelines on the application of techniques; and more effective methods for evaluating proposed site access designs. This paper focuses on the development and evaluation of access management alternatives; and techniques for access management, their prelimiary classification and applicability to various urban and rural access issues.
