MANAGING TRAFFIC IMPACT THROUGH LAND USE CONTROLS. TRANSPORTATION ENGINEERING IN A NEW ERA. ISSUE PAPERS FOR THE ITE 1992 INTERNATIONAL CONFERENCE, MONTEREY, CALIFORNIA

This paper describes the application of land use controls relative to traffic demand due to urban development. Such contols inlcude zoning, capital improvement programs, and impact fees. Examples of traffic impact management are also described. It is noted that any and all local planning decisions made with respect to transportation should be based upon the established goals and objectives of the jurisdiction. A comprehensive plan should be developed with a transportation element that provides goals, objectives, and policies specificaly oriented toward the creation, maintenance, and improvement of the transportation system.
