MEASURING THE EFFECTIVENESS OF URBAN BUS SERVICES IN INDIA UNDER EXISTING ORGANIZATIONAL SET UPS. IN: URBAN TRANSPORT IN DEVELOPING COUNTRIES: LESSONS IN INNOVATION

The performance of an urban bus system can be looked at from two angles. One is the operator's attempt to minimize the total cost of providing a unit of capacity; the other is that of how much of the capacity produced is utilized effectively in meeting its objectives. The corporate objective of public transport undertakings as stated in the Road Transport Corporation Act of 1950 (India) is to provide or secure the provision of an efficient, adequate, economic and properly coordinated system of road transport service in the state. This paper examines the effectiveness in terms of quality of service provided under different organizational set ups. While effectiveness is a term with very wide scope, for the purpose of this paper only quality of service has been taken to derive the effectiveness.
