SOME ISSUES IN TRANSPORT PROGRAMMING AND INVESTMENT FOR HUMAN SETTLEMENTS IN DEVELOPING COUNTRIES. IN: HURBAN TRANSPORT IN DEVELOPING COUNTRIES: LESSONS IN INNOVATION

The UNCHS paper on "Human settlements in developing countries and the need for transportation" briefly characterized the nature of urban transport problems in developing countries in the broad context of human settlements development. This paper concentrated on some selected issues of transport programming, particularly investment policies. On the basis of a critical review of current approaches to urban transport policies, goals and objectives for transport systems are defined, and some basic issues of decision-making with regard to the allocation of resources for transport investment are discussed.
