LABOR RELATIONS PERTAINING TO MAINTENANCE IN THE WASHINGTON STATE HIGHWAY DEPARTMENT

Legislation provides for collective bargaining in State agencies by providing for the establishment of exclusive bargaining representatives within the various agencies. The bargaining units for each agency were established by the Personnal Board after consultation with the Department and employee organizations. An employee organization may request certification as exclusive representative when it shows proof of representing 30 percent of the employees in the bargaining unit. A statewide negotiating committee was developed from which was selected a negotiating team that would be directly involved in the negotiations. The Personnel Board rules provide that if the parties cannot reach agreement, it shall go to mediation and then to binding arbitration by the Board. Negotiations to obtain a satisfactory agreement in the maintenance area are outlined. This agreement which has been in effect for 4 years, defines the employees right as a part of his employment, and has tended to develop a higher degree of uniformity in management-employee relationships. Some problems that have arisen that are directly concerned with the bargaining agreement are also discussed.
