TO GROW, USE ESP
The key component in launching a rural transportation service is money. New systems or system expansions are an expensive proposition, from vehicles and facilities to planning and actual start-up. These prohibitive costs ground many proposed rural transportation services. To help defray the cost, and encourage rural transit growth, The Federal Transiit Administration has created the Entrepreneurial Services hallenge Grant Program (ESP). The article discusses the ways the program works.
