The value and applicability of the "Informational Guide on Occupational Safety on Highway Construction Projects" is assessed, particularly as related to the effectiveness of the monitoring concept for obtaining compliance by contractors on highway construction projects Specific action directives for personnel in the event of observed or reported violations, as well as a training program (aimed at familiarizing project managers and inspectors with safety regulations and qualifying them for monitoring duties) were developed in Washington. The Washington monitoring program consists of 3 phases: precontract preparation, preconstruction conference, and construction surveillance. Instructions for special danger situations are included. Besides the monitoring program, attention has also been focussed on two major areas: conflicting utilities exemplified by overhead power lines in areas where cranes must work; and open excavation.
