Performance specification with two systems allowed as alternates, the development of a laboratory evaluation procedure, field experience and current practice are reviewed. Laboratory responsibilities consist of checking claims made by the manufacturer for the components of the products (such as base composition, reinforcing type and construction, thickness, and certain pliability tests), and the development of tests which would indicate how the product would perform under field conditions. The desirable qualities of a good membrane system are set forth. Field experience is described related to bubbles in the prime, bubbles and wrinkles in the membrane, and placing the overlay without damaging the membrane. Experience gained in field application, the development of a hot applied liquid membrane, and the requirement of asphalt roll roofing over all membranes resulted in a rewriting of specifications. Changes in the laboratory evaluation procedure are also outlined.
