IDENTIFYING INCIDENT CONGESTION

A new logic is presented for determining the cause of congestion on freeways. Called the cause of congestion logic (CCL), it uses flow, occupancy, and speed data from a single station to distinguish between incident-caused and recurrent congestion. The logic will, hovever, only determine the cause of the congestion and must be matched with successful congestion detection logic to provide a complete incident detection algorithm. In this paper, the CCL is combined with the McMaster algorithm. In an off-line test, CCL exhibited an excellent detection rate and a highly satisfactory false alarm rate.
