PAN AM FLIGHT 103 AND THE AVIATION SECURITY IMPROVEMENT ACT OF 1990

This paper presents the findings and recommendations of the Presidential Commission which investigated the bombing of Pan Am Flight 103 over Lockerbie, Scotland. Issues of baggage screening, technology, notification of threats, and carrier liability are discussed, along with a summary of new legislation.
