REINVENTING SURFACE TRANSPORTATION: NEW INTERGOVERNMENTAL CHALLENGES

On November 27, 1991, Congress passed a new Intermodal Surface Transportation Efficiency Act (P.L. 102-240). Signed into law on December 18, 1991, this is the first post-Interstate reauthorization of the federal highway and transit programs, and it makes significant changes in the programs and in the intergovernmental relationships surrounding them. This article highlights the key reforms that seem to be intended, and the importance of the regulations to be written in 1992, along with some other follow-up actions that will be necessary to turn these reforms into reality.
