FLOW RATES AT SIGNALIZED INTERSECTIONS UNDER COLD WINTER CONDITIONS

To assess the effects of residual ice and snow, saturation flow rates and start-up lost times were obtained at signalized intersections in Fairbanks, Alaska, under subfreezing winter conditions. The data collection and its analysis is presented in this paper and compared with the saturation flow rates and lost times suggested in the Highway Capacity Manual. A small sample of data was collected during the summer under dry conditions at some of the same intersections to determine whether the differences between the collected and the values suggested in the HCM are due to the weather and not simply due to local conditions. The paper proposes saturation flow rates for subfreezing winter conditions in the presence of ice or snow.
