Soils in tropical regions formed under hot and humid climates and subjected to seasonal moisture deficits resulting in a state of partial saturation are discusesd. Some of the engineering problems encountered with these soils are noted. These problems can be examined within the framework of the generalized state parameter approach. This technical note describes the generalized state parameter approach, and gives details of the experimental procedures for compressibility and shear testing. The results of the study are analyzed and discussed. The study suggests that for partly saturated soils in uncemented state, the generalized state parameter is a convenient form for analyzing the shear strength and compressibility behavior. The parameters in this approach are simple and generally obtained in routine investigations.
