This article describes the public/private colloboration that was involved in the construction of Gateway Garage, a 12-story interceptor parking garage and phase one of a 2 million square-foot, mixed-use development currently under construction just off the Center City Interchange of Philadelphia's new Vine Street Expressway. The model that was created for the project had no precedent and took 3 years of sorting through complex legal, political and financial issues before the extensive documentation could be developed. The model can now be used by any municipality with limited funds and a need to build public improvements which would generate revenues or could be legislated to produce revenues, including bridges, toll roads, sports facilites, parking garages, etc. Highlights of the colloboration agreement by Pennsylvaina Department of Transportation are noted.
