PROBLEMS IN DETECTING DWIS
Enforcement issues related to drinking driving are presented. Effective deterrence requires high detection levels, yet high levels are difficult to achieve. Random breath testing is a promising method, but not possible in many jurisdictions. A major commitment to drinking and driving is required by the entire criminal justice system in order to establish effective deterrence. However, it seems unlikely that such a commitment will be realized in the near future.
