FOUR TOLL ROADS CLEAR LEGAL HURDLES
The California courts recently upheld the selection of toll road franchises and tentative routes even though environmental reviews were not performed first. The far-reaching ruling upheld the legality of the toll road franchises conferred on private developers in 1990 by the California Department of Transportation. The ruling permits the franchise teams to seek the necessary environmental clearances. Plans call for a toll road east of San Francisco, another south of San Diego and two southeast of Los Angeles. Details of the projects are briefly noted.
