PORT-LAND ACCESS: PUBLIC POLICY ISSUES. OVERVIEW

This Overview of the proceedings of Session Number 93 of the 70th Annual Meeting of the Transportation Research Board (TRB) on January 15, 1991, in Washington, D.C., discusses the challenge being faced by ports today and the dual-purpose roles that ports, as well as the entire transportation industry serving ports, are expected to play. Also discussed are parallel trends taking place, such as increasing awareness of environmental quality in port regions, and "policy windows of opportunity", such as new national and state-level Transportation Policy Statements. The broad spectrum of issues that must be addressed are outlined.
