The remit of Sweden's Environmental Charge Commission (ECC) has been to analyse the scope for using economic measures in environmental policy on a larger scale. This final report contains the ECC's general conclusions on the use of economic measures in environmental policy, and its proposals for new charges to restrict environmentally hazardous discharges and the use of environmentally hazardous substances. The ECC's work has ranged over numerous environmental problems and sectors. The ECC has applied a number of criteria in assessing whether an economic measure is best recommended as a supplement or as an alternative to other measures. These criteria include fulfilment of goals, cost-effectiveness, flexibility, incentives for technical development, and distribution effects. Measures have also been judged on their trade-policy aspects. On the basis of previous proposals in the two interim reports, the ECC has examined the potential for increased application of economic instruments to restrict discharges of sulphur and nitrogen oxides from industrial processes, aviation and shipping. The ECC has also studied the scope, using economic instruments, for influencing fuel consumption in new vehicles, with a view to reducing discharges of carbon dioxide and other gases from road transport. The ECC's proposals show that it is possible to apply economic instruments aimed both at limiting polluting discharges and at reducing the use of harmful substances in products etc. (TRRL)
