TEARING DOWN ROADBLOCKS TO INNOVATION
This article by the president of the Civil Engineering Research Foundation examines how the U.S. can begin to compete in the global construction market. The author argues that it's a matter of cutting through bureaucratic formality and getting government to share some of the risks inherent in innovation and research. Discusses Japan's strong research and development policies and proposed Innovation, Test, and Evaluation Centers (ITECs) which could be formed to help U.S. industries test, demonstrate, evaluate, and document innovative technologies.
