DRAWING ON THE NATION'S TECHNOLOGY RESOURCES

The author believes that two closely related issues lie at the heart of many competitiveness problems: an unhealthy, adversarial relationship between industry and government and an absence of a "vision" of technology as a prime factor in simultaneously improving product cost, quality, performance, and cycle time. The government should be a positive force in assuring a viable, healthy, competitive, and innovative domestic industry--for the sake of its people and for its overall economic growth and long-term security.
