MEASURING ECONOMIC DEVELOPMENT BENEFITS FOR HIGHWAY DECISION-MAKING: THE WISCONSIN CASE

This article examines issues involved in measuring and evaluating economic development impacts of major highway investment, and application of those findings for investment decision-making. It focuses on a proposed highway construction project to create a 200-mile four-lane highway across North-Central Wisconsin. This article provides an overview of how economic impacts were measured, describes the analysis modeling techniques used and shows how benefit-cost analysis was applied for highway investment decision-making.
