This paper discusses the Nova Scotia Environmental Assessment Act. Environmental Assessment includes public consultation, environmental protection, and planning. Environmental Assessment is a planning tool. The public's concern for water quality, air quality, noise, and the protection of agricultural lands and heritage places must all be included in the early stages of planning for a project. The regulated time schedule of the Environmental Assessment Process from registration, to report, to the review at the public hearings, should follow through to provide a much more rational staging of the implementation of the project.
