The Department of Works, Services and Transportation, Government of Newfoundland and Labrador proposed to construct a major four lane divided arterial road extending from the Trans-Canada Highway in the west to the east end of St. John's. The 19.8 km road, which involves a small two lane section in the east, circles the City of St. John's to the north and bisects the 1,300 hectare C.A. Pippy Park. An Environmental Impact Statement for the Outer Ring Road outlined a number of potential environmental impacts that the road could have on the surrounding environment: (1) effects on fish and fish habitat during construction; (2) water quality changes; (3) landscape changes; and (4) increased noise levels. An Environmental Protection Plan was proposed to specify details of mitigation and monitoring which will be used during construction.
