This paper details the environmental study process leading to the selection of a preferred design for the second crossing of the Mattagami River in Timmins, Ontario, with emphasis on the following: (1) The extensive public involvement and its relative success in this case study; (2) The overwhelming significance of traffic issues to the community and its real and perceived impacts on the existing social environment; (3) The review of a roadway bypass option and reasons why it was ultimately abandoned; and (4) Support for the Environmental Assessment approach to major municipal studies.
