Over the years research has been carried out into various aspects of motorway signals. Their effectiveness has been measured in several trials, public attitudes have been assessed and at least three separate types of improvement have been tried. This report reviews the research and draws conclusions from it about what changes to motorway signalling might be made to improve its effectiveness. The research shows that existing signals are not well respected and response to them is poor. Motorway accidents are discussed and it is concluded that improved response to the signals in terms of drivers slowing more in response to the advisory speed limits displayed on the signals at hazardous times would result in a reduction in the number of accidents. In particular it is concluded that many secondary shunts occurring at the backs of queues caused by an earlier accident or congestion could be prevented.
