The primary objective of this study was to develop a new procedure that could be used to evaluate the operations and performance of two-way stop-controlled (TWSC) intersections. This Executive Summary provides a brief overview of this study. Chapter 1 is an introduction. Chapter 2 reviews the research objectives. Chapter 3 describes the results and conclusions of the study. Chapter 4 summarizes the implementation plan. Details of the study are provided in in Volumes II, III and IV.
