In the eighties the company I work for ( Sir William Halcrow and Partners Ltd (Halcrow)) has had an increasing involvement in privately funded projects one of which is the North South Interurban and New Klang Valley Toll Expressway (the Project) in Malaysia. Halcrow first became involved with the project in 1986 when they were invited to join an international team of independent consultants, contractors and advisers to assist United Engineers (Malaysia) BHD (UEM) in the preparation of their proposal. Following the award of the concession in March 1988, UEM appointed Halcrow to act as the Project Consultants. This paper describes the "Role of the Project Consultants".
