Australia with its large area and small but concentrated population needs an extensive road system. Funds available from traditional sources are never adequate to provide the facilities which the community would like. This emphasises the need to spend available monies efficiently and to consider all alternative financial possibilities. The paper discusses: alternative funding methods available, the differing views of State Road Authorities, current Australian practice where a variety of toll-funded projects are in hand, guidelines for the development of public infrastructure from private sources.
