GERSEC: A PAVEMENT MANAGEMENT SYSTEM FOR SECONDARY ROAD NETWORKS. PROCEEDINGS, SIXTH CONFERENCE, ROAD ENGINEERING ASSOCIATION OF ASIA AND AUSTRALASIA, 4-10 MARCH 1990, KUALA LUMPUR, VOLUMES 1 TO 5 AND POST CONFERENCE PROCEEDINGS
The paper describes a pavement management system for secondary road networks developed by the Belgian Road Research Centre and intended for local government agencies and for municipalities. The system called GERSEC integrates technical approaches and economical evaluations with a view to optimising the distribution of the available funds on the network level. The activities developed within the system are the following: overall assessment of the road network; detailed assessment of a part of the network selected by the local agency, interpretation of the results, maintenance and rehabilitation policy proposals for the selected network; and production of work programs and scheduling. The advantages of the GERSEC system are the following: objective characterisation of road condition; judicious choice of the most cost-effective maintenance technique at network level and under budgetary constraint, and evaluation of the consequences of postponing maintenance and rehabilitation actions. In its computerized version (compatible personal computer), the system includes a road data base structure combined with assessment and optimization routines.
