MANAGEMENT AND MAINTENANCE. DIFFERENT FORMS OF CONTRACT

The report describes tests in four municipalities on new forms of contract for road maintenance. Since the tests have not gone on very long, no evaluation has been made. The first case described is Stockholm where the total service and maintenance work in some suburbs is carried out by contract. This is a fixed price contract awarded by traditional tendering; one novel feature is that the contract covers different municipal sectors and comprises work for the Roads Committee, Recreation Committee and municipal housing enterprises. In Goeteborg work is done by traditional contracting methods, but these are also applied internally between different municipal departments. The last two cases refer to a small and a medium sized town where maintenance work is carried out on the basis of a cooperative agreement. There is a discussion of the difficulties involved in specifying and inspecting the work to be done. It is suggested that national model specifications should be modified to cover cases like these.
