FURTHER PROMOTION OF SAFE DRIVING STRATEGIES. VOLUME III: ELDERLY DRIVERS. DRAFT FINAL REPORT
The primary objective of this study was to identify the major unsafe driving characteristics of young drivers (16 to 24 years of age) and elderly drivers (age 65 and over). From these unsafe driving characteristics, the Pennsylvania Transportation Institute (PTI) assisted Kelly Michener, Inc., in the development of detailed educational and awareness strategies directed toward these at-risk groups. Additionally, PTI developed a list of potential enforcement and legislative actions to address the unsafe driving characteristics. The report for this project is organized into three volumes, of which this is Volume III, Elderly Drivers. Chapters 1 and 2 provide a summary and introduction, respectively. Chapter 3 presents a discussion of inappropriate driving behaviors (IDBs) as developed in a previous study sponsored by PennDOT. This chapter also discusses the predominant IDBs of the elderly driver group. Chapter 4 presents the results of the literature review. Chapter 5 presents the results of a focus group of elderly drivers conducted as part of this study. Chapter 6 concerns the series of "expert interviews" conducted to collect information about past and current driver safety programs used throughout the United States. Chapter 7 concludes the report by summarizing the findings and providing recommendations to address the unsafe driving actions and characteristics of the elderly driver group as found during this study.
