Partnering between the owner, architect-engineer (A-E) and construction contractor creates an environment which facilitates the successful completion of quality construction. Each participant has an important role to play and the focus of this paper is from the perspective of the Corps of Engineers on the construction contractors' responsibilities with regard to providing, in a partnering mode, quality control and inspection services.
