SPEEDING UP THE DEVELOPMENT OF ROAD TRANSPORT TO IMPROVE THE TRANSPORT STRUCTURE IN CHINA. SELECTED PAPERS ON HIGHWAY AND TRANSPORTATION RESEARCH 1989

This paper presents an optimal structure of comprehensive transportation networks and the reasonable role of highway transport in the network. Three objectives and two criteria for the optimal structure are proposed. The development of highway transportation falls into three historical stages consistent with different levels of national productivity, and China is now in the first stage. The beginning of a highspeed freeway network is a symbol of entering the second stage. By the year 2000, highway transport in China will experience an historical change. Its position in the comprehensive transportation network will be greatly strengthened. Reasons causing the unsteadiness in the development of highway transport in China and solutions to this problem are also discussed. (TRRL)
