In this contribution the possible consequences of the pending "Bouwstoffenbesluit Bodembescherming" (BSB) the protection of the soils from building materials resolution are described. These consequences may include the prohibition of several kinds of (secondary) materials for use in road building or restrictions on their use. As a result these materials will have to be dumped. An alternative for dumping the non-accepted materials is to improve the environmental quality of them by either purification or by preventive measures. The quality improvement has two aspects; the (chemical) composition of the material in question, and its leaching characteristics. In this contribution some possibilities are mentioned. The intention of the quality improvement is to achieve reuse of the material for road building purposes or use at any rate under less restricting conditions. Eventually a decision scheme is presented, which can be used to help people decide what kind of quality improvement will be useful in any given situation.
