RATIONAL ALLOCATION AND ASSIGNMENT OF PASSENGER VOLUMES AMONG VARIOUS TRANSPORTATION MODES WITH MULTI-TARGET DECISION METHODS. SELECTED PAPERS ON HIGHWAY AND TRANSPORTATION RESEARCH 1988

This paper presents three multi-target decision making methods for optimal allocation and assignment of passenger volumes among aviation, railway, waterway and road transportation modes: effectiveness function method, objective programming method and linear combination method. Four objectives are adopted in the macro decision making: 1) equilibrium of transport demand and capacity, 2) minimum labour cost, 3) minimum resource consumption, and 4) optimum economic effect of investment. Accessibility, speed, comfort, convenience and cost are adopted as micro decision objectives. Judging indexes for every objective are also presented. A mathematical model is established by using traffic data of 1985 and predicted data of 1990 between Beijing and Tianjin, and the reasonable parts of passenger volumes taken by highway and railway are demonstrated. A computer program was implemented on a PC-1500 computer and the optimal results were obtained. (TRRL)
