The Strategic Highway Research Program's asphalt research program is designed to provide two specific products: performance-based specifications for asphalt binders and for asphalt-aggregate mixtures, in a form ready for immediate implementation. This paper describes the meaning of performace-based specifications, their features, and their form and shape at this point in the program. The features of performance-based specifications, supporting tests, and protocols for the conditioning of specimens to simulate environmental conditions are described. Draft specifications for asphalt binder, and the six pavement performance factors are noted. Aggregate requirements are covered, as well as constructibility.
