QUALITY OF SERVICE IN THE NEW CANADIAN SIGNAL CAPACITY GUIDE. HIGHWAY CAPACITY AND LEVEL OF SERVICE. PROCEEDINGS OF THE INTERNATIONAL SYMPOSIUM ON HIGHWAY CAPACITY, KARLSRUHE, GERMANY, 24-27 JULY 1991

The Canadian District of the Institute of Transportation Engineers published the First Edition of the Canadian Capacity Guide for Signalized Intersections in 1984. This document aimed at the practicing traffic engineer as the primary user, and the identification of future research needs. The Guide employs a set of simultaneous measures of effectiveness for the analysis of intersection performance. These measures are not amalgamated into a single yardstick - the users are advised to examine all of the measures, and to determine which are critical for the task at hand. The six-year experience with the Guide has been very good. Nevertheless, modifications to some of the procedures and models would now be appropriate. This paper describes the individual measures used in the Guide, and outlines the changes considered for the Second Edition planned for 1992.
