The calculation model described is used to determine the mean delay of a vehicle for any traffic conditions and periods of time. Random traffic flow conditions are taken as a basis to describe and explain the model in detail. The model can also be applied to non-random flow conditions. Results of extensive investigations in Dresden are reported.
