Added passing lanes provide a cost-effective method for improving the level of service on two-lane highways. The existing Chapter 8 of the 1985 Highway Capacity Manual describes the important role that operational treatments such as passing lanes can play in improving traffic operations on two-lane highways, but does not provide a quantitative evaluation procedure. This paper reviews recent research on passing lane effectiveness and recommends an appropriate direction for future research to lead to a quantitative operational analysis procedure for passing lanes.
