The Strategic Highway Research Program of the United States was officially launched on April 1st 1987 following several years of preparation and financial negotiations. It is to date the largest, most comprehensive and coherent highway research program. It offers a unique opportunity for international cooperation. The present paper presents a non-American view upon SHRP and its international implications as well as thoughts regarding the international highway research community.
