THE IMPACT OF THE DECISIONS' GAME ON A PROJECT . RAIL MASS SYSTEMS FOR DEVELOPING COUNTRIES. PROCEEDINGS OF THE CONFERENCE ORGANISED BY THE INSTITUTION OF CIVIL ENGINEERS, LONDON, OCTOBER 9-10, 1989

This paper tries to set out the principal elements involved in the construction of the decision-making process related to the Metro system currently being built in the city of Medellin, Colombia. The fact that the system is still under construction facilitates an analysis of those non-material aspects of the project which can easily be lost sight of once a project of this nature is completed and operational problems begin to occupy attention. The paper tries mainly to show how the nature and interplay of the actors involved (technicians, politicians and government officials) led to the definition of a Start Key contract which, once signed, left the city and provincial governments trapped in onerous economic conditions with worrying social consequences, as well as provoking new urban problems which will be difficult to resolve due to the lack of precision maintained throughout the process of project evaluation, definition and management.
