This paper describes the RO MA road evaluation and pavement management system and its main components. This system, for evaluating and assigning priorities to the maintenance of road sections, was developed to enable scarce funds to be used more effectively. Several different measurements and observations of structural conditions and functional conditions are needed for an adequate pavement examination, and distress recordings and visual evaluations are most important. In RO MA, distress is assessed by visual observations made by a trained pavement condition rater. Measurements are made of: (1) evenness (by a response type of roughness meter); (2) skid resistance (using SCRIM value); (3) texture depths; (4) bearing capacity (from the response to dynamic loading of a falling weight deflectometer (FWD). Data reduction is done by statistical methods in a computer program using all pavement condition data. Pavement management is the final step, telling the user what to do, where and at what costs. The RO MA system's components have been tested extnesively in Italy, France, Switzerland and the Middle East for pavement evaluation, pavement management, airport evaluation and research. The system has given valuable help to the planning process of maintenance, construction and pavement rehabilitation. (TRRL)
