EVALUATION OF THE EFFECTIVENESS OF ROAD SAFETY MEASURES IN AUSTRIA . PROCEEDINGS INTERNATIONAL CONFERENCE ON NEW WAYS AND MEANS FOR IMPROVED SAFETY, TEL AVIV, ISRAEL, FEBRUARY 20-23, 1989

In Austria, two methods are applied to increase road safety. The first method is based on the attempt to influence the road users' attitudes by means of road safety campaigns and appeals to their maturity and responsibility, thereby improving their traffic behaviour. Using as an example the nationwide road safety campaign, "campaign minus 10 percent," this paper illustrates how it is possible to motivate even the smallest Austrian administration units and communities to carry out road safety work, which was the objective of this campaign. Instead of "prescribing" road safety work, road users should be motivated to reduce the number of personal injury accidents in their region by 10% within one year. The effectiveness of the whole campaign is critically examined and the most effective measures of the individual road safety committees are described. The second method is based on traffic engineering and vehicle engineering as well as legal measures and their consequent enforcement which forces the road users to behave in a desirable way. For this purpose, a "road safety program for the eighties," including aproximately 50 demands and measures was presented by the Austrian road safety board at the end of the seventies.
