The fourth report on physical planning of the Dutch government presents a number of options with respect to the spatial policy to be pursued for the 21st century. Telematics plays an important role in shaping the future and present day life, both at the level of the daily living environment and at the national level. At the national level the policy aims at concentrating economic and sociocultural developments and creating favourable circumstances for growth in a number of nodal points of uban intersections. A special emphasis has been placed on the Randstad, because of its prominent position in the evolving international networks. At this level technological developments are seen as instrumental to the spatial choices to be made in the coming decades. A second level of analysis and policy in the fourth report concerns the daily system in which participants (citizens and business) will function in the next century. In this respect the fourth report acknowledges the necessity of making major headway towards the next century. While new infrastructure and services are expected to fit in with the concentration policy at the national level, at the level of daily systems technological changes may lead to highly differentiated patterns, depending on the category of participants involved. Here municipalities, provinces and national government, along with citizens and business can, with the aid of telematics, grasp the opportunity to bring about certain spatial structures and objectives.
