SOCIAL COSTS AND BENEFITS OF THE "MINIBUS SYSTEM"

COSTI E BENEFICI SOCIALI DEL SISTEMA "MINIBUS"

Research conducted in Bologna has led to the following conclusion: (a) the time saving benefit (due to reduced journey and waiting times and elimination of car parking time) is not of primary importance to habitual public transport users; (b) the benefits constituting greater comfort (freedom from the driving task, less walking, less crowded conditions) also translate into lower social costs when the minibus is the only alternative to the ordinary bus service, with the town centre closed to cars; (c) reduced environmental impacts (air pollution, noise, vibration) and associated costs (loss of man hours, health expenditure, damage to buildings, etc). A summary analysis of operating costs, distances, fuel consumption and passenger/km show the mini to be more efficient and economic than the traditional bus. (TRRL)
