REGULATIONS IN ROAD ENGINEERING BASED ON SKILL : EAR WORKING GROUP MAKES RECOMMENDATIONS

The EAR (Evaluation Analysis Results) working group, created as a consultative body between the Dutch "Rijkswaterstaat" and the contractors branch, has done research on how to attain better cooperation between the regional directorates of "Rijkswaterstaat" and the contractors within the frame of the present regulations and responsibilities, with the aim to achieve a higher quality of bituminous works and to prevent problems during the quality control afterwards by the directorates. In this article the recommendations that resulted from this study, and their application are considered. After a general discussion of requirements and regulations, in which the importance of the practicality of the rules is pointed out, the preparation, execution, acceptance and guarantee (final judgement of quality) stages of a work are considered from the point of view of the issue studied. For each stage the recommendations are explained. From both parties, contractors and directorates, an active attitude and effort are demanded to guarantee a good quality of the bituminous works.
