THE IMPORTANCE OF SERVICE LEVEL ELASTICITY IN BUS AND RAIL TRANSPORT AND ITS REPRESENTATION IN TRAFFIC MODELS

It is demonstrated in this report that there is no method for complete representation of service level in traffic models. Usually the routes are described by travel times, waiting times, walking distances, the number of changes and other easily measurable quantities. However, there are many other factors that influence the choice of route and which are not easily measurable, for example: comfort, reliability, precision, and regularity. The lack of relevant service level factors in models can create a misleading idea of the importance of different variables. There might be a case for building two separate models of transport systems: one for several variables to explain the actual behavior and another simpler one to assess long term scenarios. (TRRL)
