FINANCEMENT DES OPERATIONS DE TRANSPORTS: PARTICIPATION DES CAPITAUX PRIVES

This report combines two studies carried out by CODE (a subsidiary of CODRA) and TETRA, on the use of private capital for financing transport operations. The studies were based on a documentary analysis of foreign examples and direct interviews in France with people involved in transport management. Different experiences are reflected and opinions are often contradictory. Private investment in the fields of public transport services has existed for a long time but a recent emphasis has been seen in the operation of transport services in the urban environment. Reasons for this trend are examined. The study described involved cataloguing planned or actual operations which involved partnerships between public authorities and private interests. Reasons for the partnership were identified and various criteria were examined, the degree of risk to the private participant being particularly important. Opinions were then sought and assessments made of advantages, disadvantages and remaining problems. Economic, ideological and sociological factors are found to have changed the environment for transport services and new methods of management, financing and forms of partnership are found to be arising.
